His educational journey began at Wiamoasi Presbyterian Basic School through to Okomfo Anokye
Secondary School and Prempeh College. He earned his Bachelor’s degree at the University of
Education, Winneba and Master of Education Degree (Administration in Higher Institutions) at
University of Cape Coast.
His teaching career began as an English Language Teacher at Notre Dame Girls Senior High School,
Fiapre and later Armed Forces Senior High Technical School, Kumasi. He was appointed as the
Headmaster of Adum Presby Basic School, Kumasi, rose through the ranks to become the District
Director of Education (Suaman and Akontombra Districts). In July, 2020, he was appointed the
Regional Director of Education for Western North and the Divisional Director for General
Administration at GES Headquarters in January, 2023. By dint of hardwork, he was appointed as the
Deputy Director-General (Management Services) of the Ghana Education Service in February, 2023.
In March, 2025, he was reassigned to the Ministry of Education, Pre-Tertiary Directorate and Office
of the Technical Advisor.
He has served on a number of Governing Boards, including the National Schools Inspectorate
Authority (NaSIA); Wiawso College of Education; and UCC College of Distance Education (CoDE).
He currently serves as a member of the High-Level Implementation Committee (HiLIC) of the
National Anti-Corruption Action Plan (NACAP); Ghana Education Service Occupational Pension
Scheme (GESOPS) Operational Committee; Ghana Chartered Institute of Marketing Governing
Council and Ministerial Advisory Board of Ministry of Sports and Recreation.
Mr. Stephen Kwaku Owusu is a staunch believer in the transforming power of Ghanaian education and
strongly opines that, the education of a child is not only beneficial to that child but essential to the
community and the country at large. He is an advocate of Collaboration and Teamwork with his
favorite quote being ‘Coming together is a beginning, keeping together is progress and working
together is success (Henry Ford)
He is an outstanding educationist, a great leader with exceptional Management skills. Excels in all
duties and has consequently received a Prestigious Award in July, 2023 as the Best Regional Director
of Education from Hon. Akosua Frema Osei-Opare, the Chief of Staff of the Republic of Ghana
He is a transformational leader and institutional administrator with over 27 years of progressive
experience in public sector management and educational governance. Demonstrates strong expertise
in strategic leadership, policy implementation and organizational development within large and
complex systems. Skilled in leading reforms, optimizing institutional performance and fostering
accountability across multiple administrative levels. Adept at stakeholder engagement, inter-agency
